Koi carp were originally introduced to Japan as a food source. Fish farmers identified fry exhibiting slightly different colourations and markings. These fish were then selectively bred over generations to produce the beautifully coloured and marked fish you see today belonging to pond keepers and specialist dealers. They are not generally thought of as a fish anglers would catch. Fish caught in ponds, rivers and canals are likely to have been illegally introduced.
