How we work – the Port Marine Safety Code

The Port Marine Safety Code Port Marine Safety Code (PMSC) is a non-statutory standard produced by the Department for Transport (DfT) and regulated by the Maritime and Coastguard Agency (MCA). It is accompanied by a good practice guide.   Compliance with PMSC enables the Canal & River Trust (the Trust) to demonstrate that their statutory duties for marine operations have been discharged. The PMSC has been applied to all of the Trust’s Ports and Harbours, statutory and non-statutory harbour areas.

Canal & River Trust Harbour Management Board – Roles and Responsibilities

The Trust has a Harbour Management Board (HMB) which acts as duty holder on behalf of the Trustees and is accountable for safe and efficient operations.

The HMB is in place to ensure the Trust meets the standards laid down in the PMSC. 

Canal & River Trust Harbour Management Board - Duty Holder

The Canal and River Trust Harbour Management Board to act as duty holder with responsibilities as detailed within the PMSC. It has the corporate accountability for the safety of the four Harbours. Details of the Harbour Management Board are as follows:  

Membership

Chief Operating Officer (Chair), Director of Legal & Governance Services, Director NW; Director Yorkshire & NE; Director Wales & SW; Director London & SE; the Designated Person. The Chief Executive Officer is an optional attendee.

Meetings

Every 2 months – set agenda including a detailed performance report from the Designated Person.

Canal & River Trust Harbour Management Board - Designated Person

The Trust have appointed Marico Marine to act as the ‘Designated Person’ to provide independent assurance to the Duty Holder, in line with its responsibilities and accountabilities detailed within the PMSC.    

Canal & River Trust Harbour Management Board - Harbour Masters

The Harbour Masters are responsible for the day-to-day management of the Harbours including compliance with the PMSC and associated legal requirements including facilities, resources, maintenance, and competencies. Day to day management is detailed within their site-specific Marine Safety Management System 

  • London Docklands (London & South East Region) 
  • Sharpness Docks (Wales & South West Region) 
  • River Ouse (Yorkshire & North East Region) 
  • Liverpool South Docks (North West Region)
