Kennet & Avon Partnership

Find out who's who at the Kennet & Avon Partnership.

The primary purpose of the Partnerships is to connect local people and communities with their waterways.

Tamsin Phipps, chair

Tamsin has always been passionate about the waterways and their use and place in people’s lives. She is keen that the inland waterways should be promoted and used by the general public for walking, angling cycling and watching wildlife. Her previous roles show her commitment to the inclusion of young people in society and the recognition that they have a voice that should be heard.

Rob Dean

Rob has boated around the system over the past 10 years but his first love is the Kennet & Avon where he keeps his boat, Pukeko. He has been active with the Kennet & Avon Canal Trust for some years and was appointed chairman of the trustees in January 2013. Rob spent 35 years with HM Diplomatic Service and lived abroad in Denmark and New Zealand. He’s also a chartered management accountant.

Emma Fearnley

Emma owns Newbury Boat Company with a marina within the River Kennet SSSI and is vice chairman of the Kennet and Avon Trade Association. Qualified support worker for adults with learning disabilities and heads a supported employment catering project for West Berkshire Council.

Terry Fell

Former president National Federation of Anglers, director of the Angling Trust and retired Wiltshire magistrate.

John Inman

John is a retired engineer and businessman, and in 2012 became a volunteer lockkeeper at Bradford on Avon. He has obtained an Inland Waterways Helmsman’s Certificate to augment his extensive offshore yachtmaster and went on to qualify as MCA Boatmaster in 2013 and as an RYA Inland Waterways Instructor in 2014.  John currently undertakes training and qualification for the volunteer operation of vessels on both the Kennet and Avon and Bridgwater and Taunton Canals. 

Ken Oliver

Ken currently works as countryside officer at Wiltshire Council where canals are his responsibility, mainly enabling work on the restoration of the Wilts & Berks. I am a keen narrowboater and my wife Lynda and I  are intending to take some time soon to re-explore my former home waterway, the Lee & Stort, where we will revive some 2012 memories in the Queen Elizabeth Park.

Jacqueline Redfern

Jacqui is a live aboard continuous cruiser and roving trader of art.  She has travelled the canal system extensively enjoying the historic architecture and culture. In the three years Jacqui has permanently lived aboard, she has travelled most of the canal and river system, enjoying the changing seasons and landscapes. Her passions are art, photography, walking and history and is very happy to be on the Kennet and Avon and a volunteer for the Kennet and Avon Partnership. Jacqui’s background is in Youth Inclusion and Community Regeneration and Culture, and she’s looking forward to transferring her skills to promote this wonderful green space. 

Richard Watson

Having gained a degree in countryside management, Richard eventually ended up working for Wiltshire Wildlife Trust in Devizes. He currently works for the National Trust, at their head office in Swindon. In his spare time, he is a keen wildlife and landscape photographer and also enjoys gardening, cooking, walking and playing sport. He is particularly interested in how we engage people with their local environment and heritage, so they hopefully appreciate and then care for what is around them.

Samantha Worrall

Sam lives on her boat on the Kennet & Avon Canal and works for Julian House, a charity offering direct support to the socially excluded, as gypsy, traveller and boater outreach and engagement officer.

Mark Evans - Waterway Manager

Mark has an Estates Management background and has held a leadership role at Groundwork Wales for the last decade, including delivering a wide range of community based environmental projects engaging with young people and those from deprived neighbourhoods. He has experience of working with Scheduled Ancient Monuments too as well as twenty years’ experience of working in partnerships.
