The Canal & River Trust has a governing Council of up to 35 members who reflect the wide appeal of the waterways.
In March 2012 the Canal & River Trust's Council met for the first time. The Council includes a mix of nominated, co-opted, and elected individuals, with the aim of moving towards 50 per cent elected.
While Trustees are responsible for determining policy and strategy, the Council has an important role in helping to shape policy, raise and debate issues, provide guidance and perspective, and act as a sounding board for Trustees.
The Council also has the responsibility of appointing and, if necessary, dismissing Trustees.
Council Elections Consultation
A review of the 2012 Council elections is now underway to identify any changes that could strengthen the planning and running of the elections to the Canal & River Trust's governing Council in 2014 and 2016. A consultation has been carried out, asking for people's views on strengthening the electoral processes.

Nigel Stevens and his wife operate a hire fleet and full service boatyard with moorings in Yorkshire. Their customers are intensive users of the Pennine waterways. He was a Waterway Recovery Group organiser, and Chairman of London IWA in the early seventies and later worked for the restoration of the Rochdale Canal by running a hire boat on the first six miles to be re-opened. Nigel has represented British Marine Federation members on the British Waterways Advisory Forum since 2005, and was its chairman from 2007 to 2010. He is a past chairman of the Association of Pleasure Craft Operators. Nigel is a Cranfield MBA. He was a member of the Partnership which produced the award-winning restoration of warehouses at Sowerby Bridge. Nigel looks forward to helping Council play its part in building a new way of looking after the waterways.
Since the early 1960s, Tony has been involved with the canals, long before most people were aware of their existence. His business has continued for almost 50 years. In addition to trading in boat engineering and salvage, hiring, hospitality and retail, Tony has been involved with the Boat Safety Scheme since 1980 and subsequently became an assessor of the Boat Safety Inspectors. He is also a member of the Committee of Marine Engineers (small ships group) and seconded to the British Standards Sub-committee for small craft.
After studying physics at Bristol University, Ann worked in the CEGB’s Nuclear Research Labs at Berkeley before training as a teacher. Meanwhile she had married Donal and started a family. They have four children and four grandchildren.
Ann moved to Chester in 1972 where she taught in a large comprehensive school for over 20 years. She was a Chester City Councillor for 24 years and held the portfolio for culture and heritage in the City’s administration from 2001-7.
Ann’s love of boating started in her early teens when she learnt to sail in a variety of dinghies on the River Blackwater. After several canal holidays on hireboats, she bought her own narrow boat, ‘Ena May’, in 1992. Since then she has cruised 14,000 miles, worked through 9,000 locks and explored 95% of the network. Ann is currently vice commodore of the Nantwich Boat Club.
Clive has been a member of the IWA since 1984, and a life member from 1996. He served on the IWA Warwickshire Branch Committee from 1988 to 2003 and was Chairman from 2002 to 2003. He was a member of the IWA West Midlands Region Committee from 2002 onwards, and Region Chairman from March 2003 to September 2009. Clive was National Vice Chairman from 2007–08. He is an IWA Elected trustee from September 2009 to date and National Chairman from 2008 to 2012. He was a member of the British Waterways Advisory Forum from 2008 and Chairman from 2010 to its cessation in 2012. He was appointed Observer to the Board of British Waterways 2010 to 2012.
Clive has been a boater since 1982 and has owned a narrowboat since 1984. He has cruised most of the connected system. He is interested in industrial archaeology and history. He resides beside the Stratford-on-Avon Canal with a garden mooring in a house built before the canal in 1790 once owned by the canal company and occupied by the canal manager and a toll office.
Professional Qualifications and Employment: BSc (Chemical Engineering). Fellow of the Institute of Chartered Accountants in England & Wales (ICAEW). He is a retired partner of Ernst & Young, Chartered Accountants (1971-2000). He is vice chairman and governor of South & City College Birmingham (2001 to date), a Parish councillor, and Past President the Rotary Club of Solihull St Alphege.
Ivor’s professional career included canal regeneration and conservation projects up to retirement in 2004 as head of architecture at Sandwell MBC. He has retained an interest and involvement in waterways planning and heritage projects. He has cruised for 35 years over most of the waterways system and 15 years living afloat has led to an involvement in all aspects of residential boating through the RBOA.
Ivor has been involved with many aspects of the IWA, as Branch Chairman, managing its Waterways for Youth initiative and serving as an IWA trustee and WM planning officer. He has supported canal societies, is currently secretary of the BCN Society and serve on the West Midlands Waterways Partnership. As well as cruising extensively, Ivor’s other interests include painting, walking and canoeing and he is a national forum member for Asthma UK. When not cruising he lives in Stone, on the Trent & Mersey Canal.
Retired technical buyer and contracts manager specialising in electrical and civil engineering materials and services, including the costs of managing health and safety within the contracts and writing the contractual terms and conditions and their enforcement.
Vaughan started boating in the early 60s when there was still some commercial traffic on the waterways and has been a boat owner for more than thirty years. Currently he owns a Peter Nicholls built narrowboat moored on the BCN. He has cruised and walked most of the connected system, as well as many isolated and derelict waterways.
Vaughan was a trustee and director of the Inland Waterways Association (IWA) for ten years, three years as its deputy national chairman, with waterway restoration and the West Midlands portfolio. He regularly attends the All Party Parliamentary Waterways Group to represent waterway restoration interests and was formerly Southern Regional Judge for BW’s Lock and Bridge Competition.
Vaughan is Chairman of the Droitwich Canals Trust, a member since inception of the successful Partnership that saw the reopening of both canals on 1 July last year. He is Director and trustee of both the Lichfield and Hatherton Canals Trust and the Lapal Canal Trust and IWA’s representative on the Cotswold Canals Partnership.
Chris started his career with British Waterways in 1976 as an apprentice carpenter and once qualified moved onto a supervisor role on the BCN, followed by a section manager role in the East Midlands. After re-qualifying as a civil engineer and safety advisor, Chris was seconded and then employed as an HR Manager working on national employment provisions.
Chris was the manager of the Black Country Canals for five years during which time he was seconded as an operational manager on a major canal restoration in Scotland. As enterprise manager, Midlands, working on behalf of the Central Shires Waterways, his current role is to secure funding through partnerships.
Chris is a trustee of the BW Pension Fund, and a board member of two local partnerships. Outside of work, he is the vice chair of Governors at his local primary school.
David Kent, nominated by the Angling Trust
David is an Angling Trust director and life member. He is Chair of the Canal & River Trust National Angling Advisory Group and a Board member of the Erewash Sports Community Network.
Paul Owen, nominated by British Canoeing (formerly British Canoe Union)
Chief Executive, British Canoeing. Paul started recreational canoeing aged 6 but chose to pursue a competitive career in sailing and athletics, eventually achieving the four-minute mile. Paul has served on numerous voluntary committees. He is a qualified accountant and banker with Industrial and Sports accounting experience. He also advises and leads on a number of projects on the international federations' behalf and is the Chair of the Sport and Recreation Alliance's Water Recreation Division. Away from canoeing, amongst other consultancies, he has acted for Manchester 2002 Commonwealth Games, Bath University English Institute of Sport, Euro96, Oxford/Cambridge Boat Race and as a freelance reporter to The Times.
Charles Trotman, nominated by Country Land & Business Association
Before joining the CLA, Charles was a consultant in Brussels, worked at London Guildhall University, and was a political adviser at the National Farmers Union.
Charles has overall responsibility for all economic issues at the CLA. His other responsibilities include canals and rivers (economics), telecommunications, rural tourism, equine policy and rural development. He is also the Secretary of CLA Council and its Policy Committee.
Councillor Philippa Roe, nominated by the Local Government Association
Philippa Roe was elected to Westminster City Council in 2006 and was appointed as Cabinet Member for Strategic Finance in May 2011 following three years as Cabinet Member for Housing. She was then elected Leader of the Council in March 2012.
Philippa served on the high-level panel of private sector experts brought in by the last Conservative government to help set up the Private Finance Initiative when she headed the DfEE Team, and she headed the Treasury Team on Michael Howard's James Committee prior to the 2005 general election.
Prior to her move into politics, Philippa was a director of Citigroup. She is an alumnus of St Andrews University and a governor at Imperial College.
Phiippa is married and has twins.
John Yates, nominated by the Institute of Historic Building Conservation
John has 33 years experience of guiding change to historic places, 22 years as English Heritage Inspector of Historic Buildings (now part-time, dealing with Shropshire and Herefordshire). John is a visiting lecturer on University of Birmingham Historic Environment and Heritage Management postgraduate courses. He is a specialist in industrial heritage, with good detailed knowledge of the English waterways network and its contexts.
John has been an historic narrowboat owner since 1977. He was until recently chair of the Boat Museum Trust and a vice-chair of The Boat Museum Society.
Peter Brown, nominated by the Railway & Canal Historical Society
Peter was deputy chief executive and treasurer of Great Yarmouth Borough Council before taking early retirement in 2000. Since then his main interest has been researching and writing the history of canals, with an emphasis on their local economic and social impact. He has published extensively both nationally and in local canal society magazines, and is currently preparing a book on the history of the Shropshire Union Canal, its predecessors and successors. He also gives talks about canals and about the two engineers in whom he has a particular interest, Sir William Cubitt and Thomas Telford.
Peter is a member of the managing committee of the Railway & Canal Historical Society, and edited its Journal for several years. He is also the Heritage & Planning officer for the Shrewsbury & North Wales IWA Branch (and a former Branch chairman), a member of the Steering Group of the Pontcysyllte Aqueduct & Canal World Heritage Site, and the Canals & Inland Waterways Subject Adviser for the University of the Third Age (U3A).
With his wife, he has hired, owned or part-owned boats for over 30 years, and has travelled the network extensively. They now live by the canal in Market Drayton.
David Gibson, nominated by the Ramblers Association
David has been involved with canals as a boater since the 60s, becoming involved in voluntary restoration work and was a founder member of the Waterway Recovery Group. Politically he was secretary of the London IWA branch, council member of the IWA, and was involved in the Paddington and Islington Basins public enquiries in the early 70s, amongst other campaigns. Since moving to the north in the 70s, he has retained his interest in waterway matters and particularly in restoration of derelict waterways. Latterly he has been involved in the Ramblers Association as an Area Access Officer in North Yorkshire and Group Footpath Secretary in Craven. He does voluntary work building stiles, etc, for North Yorkshire County Council and on the Lancaster Canal works as a volunteer on the unnavigable Northern Reaches with the Lancaster Canal Trust.
He strongly believes in the use of volunteers by the Canal & River Trust and wants to see towpaths well maintained, usable by all, but with a surface and furniture that is in keeping with the local surroundings.
Professor Rafid Al Khaddar, nominated by the Society for the Environment
Rafid has very strong links with the UK Water and Environmental industry. He also has excellent links with Professional bodies especially the Chartered Institution of Water and Environmental Management (CIWEM) where he is a Fellow of the Institution and also on its Board of Trustees. He is also a chartered engineer and a chartered environmentalist.
Rafid is Chair of the Faculty Research Committee which oversees the management of around 200 research students within the Faculty of Technology and Environment within Liverpool John Moores University. He has published over 100 publications in refereed journals and international conferences. He is on the editorial board and a reviewer for a number of International Journals and Professional Institutions such as CIWEM and the ASCE. He is a Visiting Professor to a number of International Universities in Turkey, Egypt and Iraq.
He has experience in curriculum and course developments where he has been involved in a number of course developments and accreditation at Bachelor and MSc levels, both nationally and internationally. He has managed to attract over £1.5 Million in research and consultancy funding since the year 2000.
Alison Ward, nominated by the Society of Local Authority Chief Executives (SOLACE)
Alison Ward is Chief Executive of Torfaen County Borough Council which includes Cwmbran, Pontypool, and Blaenavon. Alison grew up in Herefordshire and went to Exeter University to read Law. After qualifying as a solicitor, she did her solicitor’s articles in Ross-on-Wye before spending two years practising criminal law in Sheffield. She then joined West Glamorgan County Council in 1987 as a solicitor. After a further brief spell in private practice, Alison returned to West Glamorgan as a Child Care Lawyer and specialised in that area of law until Local Government Reorganisation. She joined Neath Port Talbot CBC as Assistant Director of Social Services and Housing where she acted as Social Inclusion Advisor to the WLGA. She joined Torfaen in 2002 as Assistant Chief Executive (Customer Focus & Relationships) and was appointed as Chief Executive in November 2004.
Martyn Brunt, nominated by Sustrans
Martyn has had a career in regional and national journalism and communications at Barclays Bank, Barclaycard, and National Express, and has longstanding connections with the Canal & River Trust and as manager of the National Cycle Network.
At Sustrans he has led projects in sustainable transport, access to stations, cycle network development and use of mobile technology in promoting cycle networks.

Mike Palmer, nominated by the Waterway Recovery Group
Mike was employed by the BBC as Technical Co-ordinator for the London 2012 Olympics (Nations & Regions). He is chairman of the Waterway Recovery Group and has been a member of the Inland Waterways Advisory Council from 1998-2007. He is retained as advisor on volunteer matters. Mike is also a volunteer leader for numerous Canal Camps and other waterway events.
Peter Hugman, Co-opted Member, Freight
After a short period working for both passenger and freight companies in the Doncaster area, he established South Yorkshire Canal Transport in 1980 which grew to transport over 100,000 tonnes per annum. The company initially transported sand and gravel from the River Trent, then quickly developed new traffics including all in the inland waterway traffic from the then newly established wharf at New Holland. This was followed by 15 years working on continental waterways as captain on both freight and passenger ships, culminating with several years operating between Amsterdam and Budapest. Since establishing BargeConsult in 2002 to provide specialist waterborne logistical solutions, skipper/vessel certification, etc, he has continued to captain vessels on an ad hoc basis to ensure a close contact with vessel developments. He is also a board member of the Barge Owners Association.
Chloe Donovan, Co-optee, Youth
Chloe is the Development Officer for Young Peoples’ Skills at the National Council for Voluntary Youth Services (NCVYS). She has been active in Youth Participation since the age of 12 having been a member of various forums on a local or national level, a member of the Connexions Youth Council and serving two terms as the Member of the UK Youth Parliament. At 17 she began her first paid role working for the National Council for Voluntary Youth Services as a Young Facilitator for the East of England, she recently led the planning group for the Young Partners Award that celebrates youth groups that work in partnership with young people to involve them in decision-making. Her newest role is as Development Officer for Young Peoples Skills where she has just trained as a centre co-ordinator for the AQA Unit Award Scheme.

Dr Mark Lang, All Wales
Dr Mark Lang is committed to the building of a strong Welsh civic society, and to best practice regeneration and economic development activities. He is a fellow of the Centre for Regeneration Excellence Wales, and is director of Communications for Cambrian Transport. Formerly a political advisor to a member of the National Assembly for Wales, he has a PhD in Political Science from Cardiff University. He is passionately committed to the wider value of waterways for education, economic development, transport, and community development, as well as tourism and leisure.
Charlotte Atkins, Central Shires
Charlotte served as the Member of Parliament for Staffordshire Moorlands from 1997-2010 and is a former Transport Minister. She was given the first ever Parliamentarian of the Year Award by the Inland Waterways Association in 2008 in recognition of her campaigning to promote the funding and regeneration of waterways. Charlotte is a volunteer with and Trustee of Rudyard Sailability, a charity providing water-based activities for disabled people at Rudyard Lake that in 2011 won the Queen's Award. Charlotte is a Staffordshire Moorlands District Councillor.
Danny Brennan, East Midlands
Danny hails from the Gorbals in Glasgow. He has operated at executive director level in English public service for the past decade, in the East Midlands, South Yorkshire and Norfolk.
He spent the previous 10 years in various policy and structural fund programme roles in the European Commission (economic and social policy, regional development, labour market, welfare and equalities). This included 'Accession Countries' development in these areas and policy support to Commissioners and Directors General, based in Brussels, with extensive international work and travel. Before that, he worked in Regional government in the West of Scotland, specialising in youth and adult education, community development, rural and urban economic development and managing industrial re-structuring.
Danny has completed a Post Graduate Diploma in Law at Nottingham Law School. He is a keen photographer, has a young family and is also involved in local community activity in his home village of Radcliffe-on-Trent in Nottinghamshire.
Tamsin Phipps, Kennet & Avon
Tamsin has had a varied career from special needs teacher, army officer, management development training manager to her present role as Public and Government Affairs Manager for British Canoeing (formerly the British Canoe Union).
Tamsin has always been passionate about the waterways and their use and place in people’s lives. She has canoed since the age of 14 learning with the Girl Guides but is keen that the inland waterways should be promoted and used by the general public for walking, angling cycling and watching wildlife.
Tamsin’s voluntary work includes being an active leader for both Brownies and Guides together with being actively involved with the Community Narrow Boat Falcon Adam based on the Kennet & Avon Canal at Aldermaston. This work shows her commitment to the inclusion of young people in society and the recognition that they have a voice that should be heard.
Brian Fender, London
A former chief executive of the Higher Education Funding Council for England (1995-2001) and non-Executive Chairman of BTG plc (2003-2008), Brian is currently president of the Institute of Knowledge Transfer. An Imperial College graduate, he taught chemistry at Oxford University for 17 years. He has been vice-chancellor of Keele University (1985-95) and is a former chairman of the Science Board of the Science and Engineering Research Council and director of the international research laboratory, Institut Laue Langevin in Grenoble, France. Previously Brian held non-executive positions including the UK Meteorological Board, the Hong Kong University Grants Committee and president of the National Foundation for Educational Research. He currently chairs a regional theatre Trust and a garden Trust.
Walter Menzies, Manchester & Pennine
Walter is an independent advisor on sustainable development and partnership development and management with the public, private and third sectors. He is a visiting professor in the Department of Civic Design at the University of Liverpool School of Environmental Sciences. He is also a trustee of The Land Trust, a member of the advisory board of Salford University’s SURF, a member of the advisory board of Places Matter! and a board member of Atlantic Gateway Partnership.
He has a long association with Manchester and the Pennines as a local resident and his work in regeneration and sustainable development. Until 2010 he was CEO of The Mersey Basin Campaign.
Laurence Newman, Museums & Attractions
Laurence is chairman, Epsom & St Helier University Hospitals NHS Trust. Previously, Laurence spent 20 years with KPMG where he was the partner responsible for their Leisure and Tourism Consulting Group. He is also a non-executive director of Grove End Housing Ltd, a Trustee of Creativity, Culture and Education and a member of the Advisory Board of The Foundation, a growth and innovation consultancy. Laurence was a Trustee of The Waterways Trust and chairman of the Trust’s Museums Management Board.
Mark Penny, North East
Mark is a Yorkshire man born in Leeds, a chemist by training but a people and service leader by choice. Previously director of Customer Service and Networks for Yorkshire Water, Mark spent over 30 years with the water company. He now runs Summers Day management consultancy and is trustee of the Aire Rivers Trust. Last year he was also president of the Institute of Water (Northern Branch).
Married to Shelley they have five children and his hobbies include fishing, rugby, cooking and collecting brewery advertising memorabilia.
Jim Forrester, North Wales & Borders
Jim is currently executive director of the Manchester International Festival, staging original performances and programmes of contemporary work on a biennial and touring basis. He was formerly director at the Imperial War Museum North in Manchester where he delivered services to over 2.5m visitors over the last ten years and drew in champions, stakeholders and potential funders, raising substantial capital and revenue funding each year. Previously a boatbuilder on the canals, Jim has spent the last 27 years working within cultural charities in a variety of roles including boat conservator, public programme officer, director of a national museum in the northwest region and now working with a contemporary arts festival.
Steve Rumbelow, North West
Steve is the Chief Executive of Burnley Borough Council. He took up his current post in 2006 having previously been a Strategic Director for Manchester City Council, with responsibility for housing strategy and regeneration. Steve has worked in Local Government for 30 years with Leeds City Council, Ashfield District Council and Rotherham Borough Counci. He has a reputation as a strong leader and is experienced at managing significant organisational change. He has been a key driver of Burnley's economic rebirth, resulting in the Department for Business Innovation and Skills awarding Burnley 'The Most Enterprising Area in the UK'. Steve is Vice Chair of the Blackburn-based Group Training Association, Training 2000, and is on the Board of the Visions Learning Trust which is responsible for Lancashire's first University Technical College.
John Best, South East
After a period as a professional musician in the early 70s, John Best trained as a town planner and spent 24 years in London local government working in regeneration and housing renewal, including five years as borough planning officer for the London Borough of Haringey. He moved to Milton Keynes in 1996 and for 12 years oversaw the city’s development, first as environment director and then for five years until 2008 as Council chief executive.
In 2008 he set up John Best Re.Generation Limited, a small international consultancy helping places work out what they are good at and how they might become even more successful. In addition, he is trustee and director for the Bedford Milton Keynes Waterway Trust and chairs an Arts charity, Arts Gateway MK. He looks forward to building a network of active people who share his enthusiasm for the area and its waterways.
Jack Hegarty, South Wales & Severn
Jack has been managing director of Wychavon District Council since 2004, where he leads a complex public sector organisation, builds relationships with Ministers, MPs and Councillors and deals with local communities and partner organisations at a national and local level. He was directly involved with the Droitwich Canal restoration for 11 years.
Peter Mathews CMG, West Midlands
Peter is past chair of the Black Country Consortium, which works to co-ordinate regeneration in the Black Country area of the West Midlands, and is Chairman and managing director of Black Country Metals. A prominent business leader, Peter has held the position of chair at various national and international organisations including The World Recycling Conference, UKTI Advanced Engineering and the Midlands World Trade Forum.
