West India Millwall Docks Harbour Regulations and Guidelines

The Trust is the Statutory Harbour Authority (SHA) for the West India and Millwall Dock System (the Docks). As such the SHA has legal obligations to comply with marine and harbour legislation and the The Port Marine Safety Code (The Code).

The Code sets down a framework by which harbour authorities are to use their powers to discharge their statutory duties. It also defines organisations within the port, and thus operators and operations within the port are also to comply.

As the SHA, the Trust has put in place measures to undertake and regulate the marine operations in the defined waters (see byelaws) and approaches, as well as the safety of its staff, users/customers, the public and the environment. These measures are laid out in the Marine Safety Management System (MSMS).

The MSMS is comprised of three parts, two internal to the SHA, Part 3 is pertinent to organisations and port users.

  • Part three of the MSMS, Harbour Regulations and Guidelines contains opening hours, schedule of dues, regulations (based on the powers conferred in the byelaws) and general information for operating in the port.
